RECOMMENDATION

Recommendation

It is recommended that the City Council adopt a resolution authorizing the acceptance of grant funds from the State of California Budget Act of 2021, SB 129 for Building Forward Library Infrastructure Grant Program funding and execution of an agreement with the State related to the grant.

 

Body

BACKGROUND/DISCUSSION

The Legislature and Governor of the State of California have provided funds for the Building Forward Library Infrastructure Grant program.  On March 21, 2022 the Library submitted a grant request for first round funding and on September 12, 2022 received an “intent to fund” award letter to fund the South San Francisco Main Library Project in the amount of $4,492,310.   This grant requires a $4,492,310 one-to-one match by the City.  The City Council of South San Francisco accepted grant funding and approved the match requirement at the regular City Council meeting of September 28, 2022.

 

The California State Library has been delegated the responsibility for the administration of the grant program, establishing necessary procedures for acceptance, execution and management of the grant program, including the authorizing resolution accompanying this staff report. The City Manager, City of South San Francisco, is the authorized representative for executing the funding agreements and may designate representatives to submit required documents, funding information and reports.

 

The City of South San Francisco will implement the South San Francisco Main Library Project, will submit any required documents, requests and reports, certify the project complies with laws and regulations, including CEQA, legal requirements for building codes, health and safety codes, the California Labor Code, and disabled access laws.

 

FISCAL IMPACT

The $4,492, 310 grant funding has been appropriated as restricted funds to support identified allowable costs in the South San Francisco Main Library Project as part of the Community Civic Campus Project.  The proposed resolution would authorize the City Manager to enter into a funding agreement with the State of California related to the grant.  The Finance Director has verified the availability of match funds in the amount of $4,492,310.

 

RELATIONSHIP TO STRATEGIC PLAN

Building a new Library, Parks and Recreation Center as part of the Community Civic Campus is an action item in the City Strategic Plan under Priority #2:  Quality of Life. This funding will support the project.

 

CONCLUSION

Acceptance of this resolution supports the capital improvement project for the new Library, Parks and Recreation Center and authorizes the City Manager and City staff to proceed with grant activities.
