Resolution authorizing the Fire Department to participate in Cal Water’s Water Conservation Rebate Program accepting funding in an amount of $127,722.31 to purchase a Pump Pod Direct Recirculating Apparatus Firefighting Training Sustainability Unit; approving budget Amendment Number 26.024 to the Fire Department fiscal year 2025-26 operating budget in an amount not to exceed $127,722.31; and authorizing the City Manager to execute the purchase agreement on behalf of the City of South San Francisco with Pump Pod in an amount not to exceed $127,722.31 (Devin Flannery, Deputy Fire Chief)

WHEREAS, the City of South San Francisco (“City”) staff recommends that the City Council adopt a resolution authorizing the Fire Department to participate in Cal Water’s Water Conservation Rebate Program and accept funding, in the form of reimbursement, for an amount of $127,722.31 for equipment specifically designed to significantly reduce water demand during fire department training; and
WHEREAS, in 2025, Fire Department personnel applied for Cal Water’s Water Conservation Rebate Program with the intention of identifying funding to acquire equipment designed to specifically reduce water demand during Fire Department training; and
WHEREAS, Fire Department staff have continually researched equipment or systems that reduce water use required during mandatory training activities and limit the impact these activities have on the City’s draw from the municipal water system; and
WHEREAS, Cal Water’s Water Conservation Rebate Program funds, through a rebate process, the purchase and acquisition of a water recirculation drafting trailer, designed to recirculate water utilized during department training, greatly reducing the total amount of demand on the municipal water system; and
WHEREAS, Participation in Cal Water’s Water Conservation Rebate Program requires the City to purchase the equipment from a vendor predesignated by Cal Water, allowing only a single vendor that supplies a product eligible for reimbursement (Pump Pod Direct Recirculating Apparatus Firefighting Training Sustainability (D.R.A.F.T.S.) Unit); and
WHEREAS, Cal Water’s Water Conservation Rebate Program will fully refund the City for all costs associated with the purchase upon delivery of the unit.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco does hereby take the following actions:
1. Authorizes the City to participate in Cal Water’s Water Conservation Rebate Program and receive reimbursement funding in the amount of $127,722.31 for the purchase and delivery of a water recirculating drafting trailer, designed to significantly reduce water demand during Fire Department training activities.
2. Approves Budget Amendment Number 26.024 to the Fire Department’s fiscal year 2025-26 operating budget in the amount of $127,722.31.
3. Authorizes the City Manager to enter into an agreement with Pump Pod to purchase the identified Direct Recirculating Apparatus Firefighting Training Sustainability (D.R.A.F.T.S.), including delivery and accessory costs.
4. Authorizes the City Manager to take any other action consistent with carrying out the intent of this resolution.
