Staff recommends that the City Council adopt a resolution accepting funding in the amount of $18,750 from Child Care Coordinating Council of San Mateo County, Inc. towards the Promotores Program, authorizing the City Manager to execute a Memorandum of Understanding, and approving Budget Amendment Number 26.015.

BACKGROUND
Child Care Coordinating Council of San Mateo County (4Cs) is a resource and referral nonprofit organization serving San Mateo County. 4Cs has been a trusted resource hub for families, early educators, and childcare providers. Their mission is to connect and empower families and providers with support for finding, paying for, and improving the quality of childcare services and programs. 4Cs also offers free referrals to childcare, helps families access subsidized care programs, such as state preschool slots or alternative payment vouchers, provides parent education, and assists with navigating financial aid. The organization also offers training, licensing support, business resources, and referrals which target both childcare centers and independent Family Child Care (FCC) providers.
The FCC Provider Pathways program is a comprehensive program offered by 4Cs, with its partnership with Renaissance Entrepreneurship Center (Renaissance), designed to mentor individuals through launching, licensing, and growing a licensed family childcare business in San Mateo County.
4Cs has reached out to the City of South San Francisco through its Economic Advancement Center and historical success of the Promotores Program to partner on outreach specifically for the FCC Provider Pathways program within South San Francisco.
DISCUSSION
An MOU with 4Cs would provide the City with $18,750 in funding to support four outreach events in South San Francisco in this fiscal year. The goal of the outreach is to promote childcare provider businesses as a viable start up venture or career pathway for local community members and bring more childcare opportunities to San Mateo County.
One potential outreach event coming up that 4Cs and the Promotores plan to attend is Cultura Fest on August 23rd.
FISCAL IMPACT
There is no net fiscal impact to the General Fund by accepting the funds and approving Budget Amendment Number 26.015.
CONCLUSION
Staff recommends that the City Council adopt the resolution accepting $18,750 from Child Care Coordinating Council of San Mateo County, Inc. towards the South San Francisco Promotores Program, authorizing the City Manager to execute a Memorandum of Understanding, and approving Budget Amendment Number 26.015.
Financial contributions and partnerships countywide will allow the Promotores Program to continue to serve the South San Francisco community, as the program is currently unfunded.
