Resolution awarding a construction contract to JDB and Sons Construction, Inc. of San Francisco, California for Sanitary Sewer Spot Repair and Rehabilitation Project (No. SS2502, Bid No. 2707) in an amount not to exceed $1,397,850 authorizing a total construction contract authority budget of $1,684,400 and authorizing the City Manager to execute the agreement on behalf of the City, and approving Budget Amendment Number 26.040 to add $2,000,000 to the project budget.

WHEREAS, the Sanitary Sewer Spot Repair and Rehabilitation Project (“Project”) will replace deficient sewer segments and lines within the Winston Serra neighborhood, located in the northeastern part of the City; and
WHEREAS, the City issued a notice inviting bids for the project on November 3, 2025, and November 6, 2025, and on November 21, 2025, staff received fourteen (14) bid proposals in response; and
WHEREAS, JDB and Sons Construction, Inc. of San Francisco, California was the lowest responsible bidder and provided competitive unit prices; and
WHEREAS, staff recommends awarding the construction contract to JDB and Sons Construction, Inc. of San Francisco, California in an amount not to exceed $1,397,850, which is the total for the base bid; and
WHEREAS, staff also requests the City Council to authorize a construction contract authority budget of $1,397,850, with additional $286,550 contingency, totaling a construction budget of $1,684,400 for the Project; and
WHEREAS, the Project is included in the City of South San Francisco’s fiscal year 2025-26 Capital Improvement Program (Project No. SS2502); and
WHEREAS, the Project requires an additional $2,000,000 in Sewer Enterprise funds, to be transferred from CIP No. SS2001, to cover the Project’s costs for a total project budget of $2,500,000; and
WHEREAS, CIP No. SS2001 has unspent Sewer Enterprise funds that can be reallocated to support this Project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco hereby awards a construction contract, a draft of which is attached hereto and incorporated herein as Exhibit A, for the JDB and Sons Construction, Inc. of San Francisco, California, in an amount not to exceed $1,397,850 conditioned on JDB and Sons Construction, Inc.’s timely execution of the Project contract and submission of all required documents, including, but not limited to, certificates of insurance and endorsement, in accordance with the Project documents.
BE IT FURTHER RESOLVED the City Council authorizes a total construction contract authority budget of $1,684,400 and authorizes the City Manager to utilize unspent amount of the total Project budget, if necessary, towards additional construction contingency budget.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the construction contract in substantially the same form as Exhibit A and any other related documents on behalf of the City upon timely submission by JDB and Sons Construction, Inc. of the signed contract and all other documents, subject to approval by the City Attorney.
BE IT FURTHER RESOLVED that the City Council approves Budget Amendment Number 26.040, which amends the fiscal year 2025-26 Capital Improvement Program by transferring $2,000,000 from the Sewer Enterprise Fund from CIP No. SS2001 to CIP No. SS2502.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to take any other related actions consistent with the intention of the resolution or the accompanying staff report.
