City staff recommends that the City Council adopt a resolution amending Resolution No. 47-2026, authorizing the submittal of an application to the California Transportation Commission for Cycle 8 Active Transportation Program funding and similar grant applications requiring no more than $7,500,000 in local match funds for the South City Active Connections to Jobs and the Bay Project.

BACKGROUND/DISCUSSION
On May 13, 2026, the City Council adopted Resolution No. 47-2026 authorizing the submittal of an application to the California Transportation Commission for Cycle 8 Active Transportation Program (ATP) funding and authorizing up to $3,800,000 in local matching funds for the South City Active Connections to Jobs and the Bay Project.
Following adoption of Resolution No. 47-2026, staff continued refining the City’s Active Transportation Program (ATP) Cycle 8 grant application for the South City Active Connections to Jobs and the Bay Project. Through ongoing coordination with the City’s grant consultant and further development of the application materials, staff identified an opportunity to improve the competitiveness of the application by increasing the proposed local match contribution.
The ATP is a highly competitive statewide grant program, and application scoring is heavily influenced by project readiness, local commitment, and financial leverage. Based on feedback from the City’s grant consultant, increasing the City’s local match contribution by approximately $3.7 million is anticipated to improve the application score by an estimated two points. Given the competitive nature of the program, even a modest scoring increase may substantially improve the likelihood of securing funding.
The City is currently pursuing a grant request exceeding $35 million for multimodal transportation improvements that would enhance bicycle, pedestrian, and transit connectivity between the Caltrain Station Area, major employment centers, and the San Francisco Bay shoreline. If awarded, the project would represent a significant infrastructure investment in the East of U.S. 101 area and would leverage local funds to secure substantial state funding for the community.
FISCAL IMPACT
Staff has identified sufficient available fund balance within the East of 101 Traffic Impact Fee Fund to support the increased local match contribution. Accordingly, staff recommends amending Resolution No. 47-2026 to increase the authorized local match contribution from $3,800,000 to $7,500,000 for the South City Active Connections to Jobs and the Bay Project. All other provisions of Resolution No. 47-2026 would remain unchanged.
If awarded, staff will return to the City Council for budget appropriation and project implementation actions as necessary.
RELATIONSHIP TO CITY COUNCIL PRIORITIES ACTION PLAN
This project supports the Infrastructure and the Environment Major Focus Area by advancing pedestrian and bicycle safety improvements. The South City Active Connections to Jobs and the Bay Project aligns with the City’s strategy to enhance bicycle and pedestrian infrastructure and promote a multimodal transportation system. The project also supports the Welcoming and Connected Community Major Focus Area by improving safe access to businesses, employment centers, and natural resources and encouraging active transportation.

City staff recommends that the City Council adopt a resolution amending Resolution No. 47-2026 authorizing the submittal of an application for Cycle 8 Active Transportation Program funding or similar grant applications requiring no more than $7,500,000 in local match funds for the South City Active Connections to Jobs and the Bay Project.
